2 GECKS?/Rarety of Gauss ammo/ Who in NCR is EVIL

I found the GECK in Vault 13 but where can I find a second GECK and what can I do with it? And whats this about the rareity of 2mm EC bullets, I had more of those on my body (700+ rounds) than all the other ammo I had except for when I killed off the Mordinos and ened up with 932 rounds of 10mm. Buster (NCR) and that Red something 888 (SAN FRANCISO) guys had 200 rounds every 2 months. Is Tandi the evil one in NCR? is she the one who makes NCR takeover all those towns in the end that I've heard. What can I do to limit their growth. Oh and please one more thing why is NCR evil? As in, what do they dod that is evil?

Well, lets tie it into the avalability of 10mm ammo for example. Almost every shop carries that ammo. The only shops that carry 2mm ar in NCR bazaar and San Fran. That is way it is a rare type of ammo. That doesn't mean that you can find a lot of it, it just means that when you need it, you don't have a lot of shops to pick from.
Tandi isn't evil per say, nor is NCR. They did hire the raiders, so that might be seen as evil. And you can't do anything about NCR expanding unless maybe killing every high placed person in town.

Well, it's mainly because once people get a gauss rifle, they use as their primary weapon. Shooting up a couple of aliens and deathclaw packs will reduce your ammo supply quite a bit. With me, the 5.7mm caseless is the rarest ammo in the game. I never have enough to keep my Vindicator happy.
