What I meant is, I have the bishops Holodisk, and killded the raiders, and she says to bring proof, but i cant givve it to her for some reason help me? and how do you get Vault City Traininng?

You also need the accountbook that's found in one of the footlockers in the raiders caves.

You need to have a decent doctor skill (at least 60% if I remember correctly). Talk to the doctor insisde the vault and tell him you have some medical knowledge as well.
