AntiMutant Drugs...

I remember playing through FO2 a year or so ago and one of the doctors in NCR gave me a syrum to test on mutants, and it instantly turned them into a puddle of goo... but I haven't been able to get that quest in any game since... anyone know how?

High science skill, and ask the scientist just east of Westin's place about the field of study he's working on.

I think science skill is irrelevant, you need an 80% doctor skill for him to tell you anything.
