There are lots of things that you can do to make it easier
One is after you kill the President but before you set the Rig to blow go to the room where you fight Horrigan and get the console to set up the cannons in the room they will now shoot Horrigan and distract him.
Another is to talk to the Enclave soldiers in the room just before you get to Horrigan and convince them to help you.
Also when fighting him shoot him repeatedly in one arm untill it is crippled so he can't use his Plasma Cannon. Then shoot him in the legs because he will run after you with a knife. Then once he's slow as a hampster with one leg keep your distance and shoot him anywhere because he won't be able to get to you to hurt you.

You can also tell your npc's to wait in that room when you first enter the Oil Rig. Between your NPC group, Sgt. Granite and squad, the automated turrents and you, armed with a Vindicator Minigun (there's one on the Oil Rig), Horrigan will be reduced to a talking head in no time.
One more thing: the alien blaster is a bad weapon to use against a minigunner. You'll be riddled with holes before you can get in range to shoot.
