How do you get in? I see it mentioned all the time, but never got in, even as a Made Man.

theres a door on the left side of the building,make sure to go in during the day when eldridge the shop keep is in the front of the store,dont worry bout the dogs just walk buy then go behind the big metal shelves and youll see a stair case you walk down and dun ah! you meet algernon the retard who will upgrade ur crap for free =)

Or you can kill the owner and the dogs and get a bunch of free stuff. Just don't kill Algernon he doesn't care if you kill the owner. You either get good karma or it stays where it is so why not.
