I bought 2 Chemistry Journals in San Fran and I dont know what they're for. Comments anyone?

they´re good for nothing. Maybe someone else knows how or where to use them, but I don´t.

They were a quest item in the first game. They serve no useful purpose in Fallout 2. I don't know why they're for sale in SF, possibly something was planned but never implemented.
