Counter insurgency, where are you

Correct me if I'm wrong but aren't you supposed to be able to use the turrets against Horrigan in the room with the huge "Enclave" floor carving?

I have the Presidents passkey and I tried to use it on the console in that room. "That does nothing". What the hell?

Even when I simply click on the console it just says something about a target shooting game or Fenestra 98.

again i say...what the hell?

You tried it in the very first room you enter when you get to the oil rig, right? 'Cause it won't work anywhere else. You jaust access it and tell it you have the card and inforce the counter-insurgencies...
