The two brothers in Kalmath are stealing cows, and I can prove it. But if I try to kill them the whole town comes running, includeing a rather well armed girl from the bathhouse next door. Any ideas who I can tell to get a deathwarrent for them?

You can not turn them in. It is one of those things that the people at BIS did not put in the game. If you wont to give them a little wasteland justice, you can kill them when you do the Torr quest of protecting the brahmin. They are on that map atea just a little to the west of where Torr is.

It's screwed up that the town attacks you for killing them cause your karma goes up for cappin them.
