Frank Horrigan's weapons

I've been runnig som tests and experiments on good o'frank in order to get my hands on his weapons - I mean - who wouldn't wanna travel the wastes with an endboss plasmagun and fry some remnants of the bastards army with such a nifty device.
I know the process of getting the items has been accounted for in Per's finely crafted walkthrough - but I can't get it to work - maybe some of you guys could provide me with some pointers.
I've tried killing some of the trooppers on the apparant same hex as frank and then scroll through the corpses - but it dosn't seem to work either - is there some bulletproof way or is it a glitch that trickers it???
