Getting Access to the Elevator in the Toxic Caves

Help i'm stuck according to the online hint guide you need the Yellow Reactor Card Key from the Enclave guard who is at the downed vertibird in Klamath. I got the key, cleared the area of Golden Gecko's, Repaired and Started up the Generator in the Toxic Caves, Then i went to use the Card key on the Elevator and Nothing - What am i doing wrong someone please help me

The hint guide is wrong. The yellow keycard is useless. What you need is an electronic lockpick.
