ok i made it into vault city around 16:30 then i wait untill 8:00 and they ain't there so i said to myself ok i 'll wait untill 12:00 still ain't there whut's up with dat

Try leaving and reentering the map (at daytime) and see if they turn up.

Dey didn't and know in the main hall they people in their were gone now 2

I don't think that works in some of the other places so my guess is that if you try it you're not goning to get a single soul turning up. So try leaving the area find a place you can rest for another 24 hours then try turning to that screen again. If it doesn't work then try leaving the city and coming back in a days time.
