Help with being a Slaver

Well, I'm a slaver. I needed the money, so I sold off Sulik and became a slaver. I've gone on a few runs, and I've gotten far enough so that I don't need to be one anymore. Well, problem is, the tattoo is permanent... or so they'd have us believe. I know for a fact that somewhere in NCR there is a person who will remove it for you. I just don't remember where. If anyone on this board would be so kind as to help me, well, it'd really make my day!

I never heard of anyone that will remove your slaver tattoo. Get a PA and people don't see it (I think). What's the name of the guy who could remove it?
