Horrigan Encounter

How do you get to attack horrigan on the encounter? My mouse pointer locks so i can't do anything

You can not attack him it is just an encounter to show frank horrigan and what he does

I also read somewhere that actually YOU CAN ATTACK Frank in that encounter and he warns you that if you attack him again he'll take some measures!?!

I was able to attack him because of a glitch, but nothing special happens (and I couldn't inflict any damage on him). It's just not supposed to happen.
