How do i use hypodermics ???

I heard in walk throughs about killing people with them; I havent figured out how to use em I mean can you fill the empty hypodermics up wit chemicals

You can't fill the empty ones with anything. Myron uses them to make stimpaks. The only other hypos are the red hypo (poison) and the green hypo (anti-mutation serum).

And the thing about killing people with them is wrong. You can kill people with super stimpacks, which was probably mentioned in those walkthroughs.
