how do upgrade the plasmarifle

the first thing i want to say is im sorry about that frank armour thing im gonna promise that im never gonna lie about shit like that anymore so please can you folks out there forgive me i was only trying to have a little fun thats all.... no to the other thing how do you upgrade the plasmarifle?
