How the hell do I get the Cafe of Broken Dreams encounter?

I have even gone so far as putting loads into luck and forgoing the car to wander the wasteland on foot, I've gone until 2246, and I can't get the fooking encounter!

Maybe because that encounter is area specific ?
you can only get it in the very south areas of the map, so wandering between San Francisco and NCR might help

If you did so, i am sorry, then you're just unlucky

Actually I think its more random than that. I found the Cafe of Broken Dreams midway between VC and NCR, shortly before the Raiders, and once I found it East of Navarro (although what it was doing in alien central is beyond me).
