How/Where/From who do you get the +2 Luck bonus?

I read about that on this web page, and I have no knowlege of such bonus. Also, is there a luck module? I can't remember.

So, you're looking to join the Hubology movement. Well, you can get a Zeta-scan from AHS-5 in NCR. Make sure you save before the scan, since it can also give you -1 luck.

No, luck is an intanglible quality that cannot be reproduced with the current post- or pre-Apocalypic technology. Muscle enhancement (str), lasik surgery (percept), mental stumulus (int) and plastic surgery (chr) are all possible through modules though.
