I think you can get them by encountering caravan leaders. Most will say that you're a "do gooder". Just do what I do, first use a gun around the caravan leaders, you'll be warned to put your weapons away. Instead just piss them off by running back and forth until they start a combat. Now the good part, kill kill kill. Then scavenge from the dead. Keep doing so. Cos' you'll get exp. but not aways mentats.
