Is there any chance to still help Torr in Klamath after reje

I just started this bloody good game and went to Klamath. There I met Torr which quest I rejected first because of feeling too weak for it. Now I solved some stuff in Klamath and wanted to go back to him. At first I couldn't talk to him anymore (he just gives one-liners) know he's gone. The quest is in my pipboy and I read that I can't complete it anymore. But isn't there still a trick to pull this off?

Might be, if the Duntons will still offer you the cattle rustling job. But if you did a few quests that raised your town rep, chances are they won't.
