Hmm, I wonder whether this board is still being used.

Sometimes an attack can knock down the target. I want to know whether this effect is determined by weapon, strength, luck or something else. I also noticed sometimes target takes extra damage if it is knocked down by a melee weapon like Sledge, is the extra damage related to weapon damage?
 
There is some Perk who can save u from knocking down! But i dont know if there is a Perk who help u knock down others...
 
As far as I can tell, this is based on Luck as it is an effect of critical hits. From the table of "likely criticals" in the Fallout 2 manual:
Knockdown - The target is knocked to the ground.
It will require them to spend a small amount of AP
to get up the next turn.

So therefore "more criticals" would probably help you get more of this.

It would also depend on where you are targeting and whether or not you have the 'Better Criticals' perk.

Don't know if it's possible to get a knockdown without getting a critical hit.
Note that when I say knockdown, I'm talking about the instances where a character remains on the ground until it is their turn again, not when they get up immediately after being hit.
I assume that's what they mean in the wiki article too.
