modules in Vault City

I read that there are certain modules in the vault in vault city that can be used later on for major upgrades. Where can I find these and how can i get them?

Red module for strength, you can get it by opening the stuck door with 8 str (kinda strange placement huh).

If you don't have the strength to do it, use buff out. But save first. Buff out is easily addictive.

Any city like Reno or The DEn would have it, some caravans have it. Random people.

There's one in Balthas' workshop in Modoc on the way to VC. With a starting ST of 5 (which is normal), you'll get to 7 and if you have a Crowbar that's enough to open the stuck doors.
