how do i get batteries if the guy at the chop shop doesn't even have them.
How do i stick dynamite on the metal pole in the military base?

Try comming back later in the game maybe then he'll have some. Allthough you can find a lot of batteries later on in the game.
Put the cursor over the cart. Hold down your left mouse button and select the backpack icon. Click on the dynamite and it should now be attached to the pole.
