No, but you can sell it for quite a good price. There is an item from Mrs Bishop's safe that does do something, though. You can get a lingual enhancer of you get her to tell you the code of the safe.

The necklace is actually a quest item in FO1, I guess they were trying to use it as another quest item but didn't have the time to finish it.
