NCR problems with the cops

Does Power Armor count as a weapon for NCR's no guns rules?

I am coming into town, loaded with weapons, trying to sell for cash and ammo. No one is carrying a weapon openly. Party includes Cassidy, Sulik, Vic, Marcus and Skynet.

I go to the gates, and the guards open up. But I think it might just be them. I go into town, the police tell me to drop weapons, I speak to Duppo, no problems. I leave with my new Christmas present and walk into "the WIld Bunch comes to NCR".

What's the deal?

One thing that happened to me once was that I accidentally gave Sulik a Power Fist to carry. Somewhere along the way he equipped it, and it doesn't show on the screen that he's wielding it.

Thanks for the thoughts, but no one has the powered fist active and NCR idolizes my character, Karma is like 1200+.

One thing I did notice was that folks in New Reno acted up when my character showed up with Power Armor. Such comments as "How do you go to the bathroom in that thing." I suspect its the armor, and next time I try will take the armor off.

Alternative explanations- Maybe its Marcus? - doubtful as I have gotten him in before.

Skynet? - maybe. Skynet might have a melee attack built in (much like a Deathclaw's claws).

Last time I was in town I whacked Westin with a psycho induced heart attack. I left the heart pills behind as per Per's suggestion. I also did the Vault 15 quests and returned without a problem. So I doubt its Westin's ghost come to haunt me.

However, when I did drop off Westin's disk with Lynette at VC, I did pay the courtesy of whacking (super stims) both her and McClure (kind of a pre-payback for bad things to be done to Gecko). Could that be the cause?

I really doubt that's it - so many people in Power Armor have been in and out of every place including NCR so many times it would have been known.

Wel. why don't you try leaving everyone at the gate, and go in by yourself?

Or it could be a pre-patched problem, bec. I seem to recall many people mentioning stuff like this before they patch their game.

I'm pretty sure there is post-patch glitch in the game. I've continued to run across the problem of the cops in NCR opening up on me for no reason, even though my karma is fine, I've no weapons on me and wearing okay armour. I'm no NPC's with me at the moment. Even after I went and did other stuff (Vault 13), they still opened fire. Everything else is fine, except for this one annoying glitch. Does killing the slave traders have anything to do with it? Anyone else with this problem?

Dear responders-

Thanks for your thoughts on this. I went back and left behind skynet and took of my armor and in fact unloaded my weapons. No luck, the guards still shot at me.

I think that the problem may have to do with my visit to San Francisco. There were two interesting glitches that happened when I got in the ring with Dragon's pupils and then Lo Pan's.

(1) I would win a fight but the fellow I beat would not leave. The next round I would have to fight both the new contestant and the old. Happily each round ended quickly, but then I had to fight both old contestants and the new one. Fighting 4 opponents at the same time is not a lot of fun.

(2) I replayed this and fought Dragon's pupils, then fought Lo Pan's. Since these characters are evil, I killed them in the ring.

I think that problem has to do with barehanded killing. Since a lot of people probably finish up with NCR before they go to San Francisco, than this shouldn't happen. However, since one kills barehanded, perhaps the guards respond to you as if you had a weapon.

I didn't kill anyone in the prize fights in New Reno. But perhaps killing someone barehanded doesn't matter in New Reno, and the glitch only crops up after San Francisco.

I have elected to replay the campaign from that point, only using San Francisco's merchants for supply, while finishing up New Reno and NCR. NCR seems to accept my character again before killing Lo Pan's evil minions.

Would like to hear your thoughts on this.

This is probably not it since it happens to me all the time (when you fight the Dragon's people, I think).

Nope, I always go back to NCR for trading. Although I may not always enter the city I have certainly done so many times with no trouble.

One idea is that the guards may have a "delayed reaction" to something you did, maybe kill the Hubologist, fight Hoss (if they see you do that they'll shoot you), or take something from a container in the police station. This sort of reaction has only happened to me in a select few places, though; one is the guard captain in the NCR bazaar, and another is Stark in Vault City. Both of those are related to taking things from "forbidden" containers, and I suppose you'd remember if you've done any of that.

As for the delayed action thing, I am sure Per knows all about that. :D

Anyway, I seemed to recall that NCR was extremely unstable before patching in earlier versions. Is your game patched? I somehow remember a walkthrough by a guy who says he gets into a fight no matter what he does. He ended up doing that combat mode through out most of his visits, or sneaking if he can get away with it.
How about using the save in the combat mode bug, reload, and come back? It may work by using one problem against another.

I tend to agree with Per that it is a delayed action thingy although i don't think it has anything to do with taking stuff from 'forbidden' containers. In my opinion he entered NCR and for some reason had to use, or one of his NPC's had a weapon equiped. Maybe with the 'guard blowing up' quest or the Hoss fighting. Because when you get into combat and your NPC's are in the same screen, they will equip their weapons. If the cops see this, they react but the player might not have seen it. If you leave the area after that and come back a little later the cops still are agitated by that earlier incident and shoot at you.

Dear Jr and Per-

I am beginning to suspect you are right. I went back and replayed visiting NCR twice. After spending a bit too much time out hunting Hubologists I returned to NCR for an equipment check and to see if the Westin cattle run was still do-able.

Upon arrival I learned two different things.

(1) On the second return the guards outside decided to open up on me. The strange things was that when I asked them to open the gate (this was late at night) they did, and then after giving me the oK to go in, turned violent.

(2) Upon entry the local police left me alone, but the sherriff told me that he could not speak as he was engaged in a murder investigation although it seemed pretty "clear cut to him". I would think this has to do with whacking Westin for Bishop earlier in the game. When I went to visit Westin, his guard was a bit nasty but two female NCR residents seemed to indicate that they suspected murder and that when they found out who did it "they would take a long time to die."

This would indicate to me that the armor does not make a difference.

My thoughts are either that (1) the cops are on to me and turned nasty, or (2) its a delayed reaction to a dirty deed done before. I whacked Westin suing the the psycho-induced-heart attack method and not the Super Stim method. Do you think this makes a difference?

My plan is to get Bishop's second quest for Carlson and get Made for the Bishops before NCR turns completely sour.

I think this is unrelated to your downtown problems, though, because I'm pretty sure that this - the bazaar guards - happens because you looted the bookcase in the guard captain's house (at least that's always what triggers it for me). She'll tell you to stay away from the lockers, however she'll also turn hostile if she sees you loot the bookcase (the one with a Geiger Counter and a few manual, I think). This is a genuine delayed reaction, she'll talk to you in a friendly manner right up to the moment she decides to open fire. When she does, the other guard joins in, but the downtown guards won't care at all, like they're two completely unrelated things (and the downtown issue is probably weapon-related like JR says).

Yes, I did try out the double bug, and sorry it didn't work. I tried it twice, at the onset of violence and later, it was 5 dead NCR, Me 0.

A good idea, but no luck.

To think that this is all because I have a case of sticky fingers! I had gotten caught fingering through lockers at the sheriff's station.

I once had the same problem, eventually had to start over pretty far back. What I'm pretty sure set the cops off is the fact I fought hoss and he ran away, into view of the cops. Only the cops around the bar would attack me. Maybe it is something like that?

Here's something that's almost completely unrelated. When trying out stuff I slept with Mrs Bishop and "lost" my party, then went to NCR. The cops all started complaining about my armed and invisible NPC:s, but they couldn't actually do anything about it because there was nothing to shoot at. Funny.

The same thing happened to me... only my party managed to gain experience in NCR. Then out of no where they suddenly reappeared. I don't remember what I did, I think I just changed screens.
