FO2 - NPCs letting me loot everything - no consequences?

First time out of the vault
Hi there, nice forum =).

Sooo I started playing Fallout 2 a few days ago and there's one thing that I find weird: I can loot almost every container in shops, homes, offices etc. right in front of the NPCs and only like 1 out of 5 times an NPCs tells me not to touch that...

So far I mostly found stimpacks or random junk that way, so I didn't care that much. But now I am lvl 7, just bought the 2nd gun in my game (the 44 Magnum) and headed for Redding.

First thing I did: Head to the sheriff, tell him I'm all outta of gum (:P) and then grabbing the hunting rifle and shotgun including ammo and stimpacks from the lockers that he is directly looking at!

That's a bit too much free stuff for my taste, so I gotta ask: Is that an unfixed bug or did I apply something uncorrectly? Or is it actually supposed to be like that?

I am using killap's unofficial patch 1.02.27.3, the resolution patch 2.2c and the ddraw.dll from sfall 2.20 (also installed in that order).
 
Obviously you haven't played this title before so I will let you find out on your own what happens with loot in fallout 2.

It's an oversight, most likely. Some lockers are marked as owned. Try looting some lockers in Vault City, but do save beforehand. Unless you're planning to do the wastes a favor and burn the place down.
 
The areas had different teams of designers and scripters assigned to them, so it's pretty inconsistent.
 
Ah, I see. Thanks for the infos then. And yes it's my very first playthrough =).

I think I have looted most things I could in VC, unless they told me not to do it. So far I did not have any special encounters or faced consequences of any kind.

Another tiny thing that I just remembered: When I look for infos about Vault 13 in the central computer in VC's vault, the display just closes and nothing happens... Why's that?
