passkey on oil rig?

Ahhhh...lots of question...where is the computer im supposed to blow up? how do i blow it up? and how do i reprogram the turrets?

There is one obvious way to blow something up - with explosives.
The reactor looks like the other large supercomputers in the game.
The Presedent's pass key is required to activate the counter insurgency protocol.
