PIP Upgrade

Whtas the PIP upgrade, is it where you are in VC and you insert your PIP boy in the computer and the mascot flicks you off? I got the upgrade but what does it do?

Gives you some info about other settlements and puts them on the map. And that's it. Pre-war times it would give you 'up to the minute' Football scores too.
