FO2 Problems (Vista/input error/fullscreen error)

Hi,
I'm new here and i hope someone can help me with my Fo2 Problem.
I've installed FO2 and the restoration project.
After the Install i've played for nearly 4 hours using 1024*768 and the graphics mode=0 in the ddraw.ini. There wasn't a problem at all.

Now i wanted to continue playing and the game nags me about this input initialice error. well going into ddraw.ini enabling BackgroundKeyboard=1
BackgroundMouse=1
helped getting around this input error, but now after starting the game there is the pls wait screen (intro vids disabled, the taskbar is visible while in the pls wait screen) and then the main menu, then it goes to desktop and fallout is in the taskbar and when i click it it goes black and puff back to desktop.

next try Graphic mode=4
backgroundkeyboard and mouse=0
run game, simply a black screen for a brief moment and then back to desktop, same behaviour as above (click, blackscreen, back to desktop).

next try graphic mode=5
mouse and keyboard=0
no problem at all runs but stutters so unplayable.
Why doesnt it run in fullscreen? Any Ideas please?

Ok Now WTF
I just made _no_ real changes. deleting all the ereg shit and go back to graphic mode=0 with mouse and keybord=0, activating all log files and it works! I don't really get why, but i hope that's it.
