Question about Vice Pres. of NCR

I went to NCR for i quest from Mr. Bishop. At the Vice Pres. I tell his kid to go tell his dad that i have some info on Bishop. HIs kid comes back telling me that his dad wants to see me and i can come in. i do but the vice pres. just says "sorry i am too busy right now" whats that about? Also in the same building as the Vice Pres. some other guy. apparently he is important because his description is different than most people but he just tells me to buzz off? How come? Please help me.

The guy that says buzz off, you can meet him in the bar outside the town at night...

You can't talk to the Vice President...
