What speech skill do you need to get the BOS guard to tell you about the new recruits in Navarro?
Is it possible to find this out after setting off on the quest to find the vertibird plans?

in san fran the guard will tell u about the recruits right away because he wants you to perform the mission right away. u need 80% speech skill to convince the gas station guy in navaro that u r a recruit. without knowing about the recruits it is impossible to get in. Hope that helps.
