where in new reno is renesco? Also, I went back to an earlier saved game and went to Bishop's place and they still attacked me. What gives??

Renesco is in a shop in the north east of the same quadrant New Reno Arm's is in.

As to why Bishop is attacking you there's any number of reaons - are you a made man for example?
