Saving broken hills and Redding

How the hell do you save Broken Hills at the end of the game I always get the message thatit's a desilate ghost town. And what about Redding? I usually get thevault City Anexition thing 10% citenzenship ect. how can I save them????

That's the best ending for Broken Hills.
For Redding, don't get the jet cure, and give the mine chip to Marge Le Barge to let New Reno take over. Or you can get the jet antidote and give it to the doctor for him to become mayor and vault city takes over redding.
