Several queries

I have been wandering round the town, and have not yet found it, and for some reason, a random ghoul started to attack me for no reason. This was followed by the whole town following suit, but only several different ghouls sparked this happening, the rest talk and do things fine. What the hell is going on.

Secondly, how do you do targeted shots, because i have read about them, but have not remembered how to actually do them.

I just completed the power core quest, and although the ones outside attacked me, the ones inside didn't. When i left however, they continued the attack, even though my karma was idolised. I now cannot go back effectively on my save game, so what the hell am i going to do?

This is a bug in the unpatched version. I think there's a new save game converter out which means you may not have to replay the whole game, but if the town is already hostile (i.e. you fought back and then saved) it may not help much with this particular problem. In any case you definitely want to patch the game.
