I believe that it can be done, though it is a bit tricky.
Having the Emperor format itself will earn you the Vilified reputation. Here is what will happen:
- The Shi guards will attack you on sight. If this happens, the citizens and shopkeepers will join in.
- You can leave the screen to end combat, but it will start again once one of the Shi guards sees you.
Thus, if you kill ONLY the Shi guards in Chinatown, then leave and return, the citizens will not attack you on their own (they will, however, spit at you and insult you when you walk past). I believe the shopkeepers will also attack you, so you can no longer purchase from them. However, if you kill them, you get all their stuff on the tables and whatever cash they were carrying.
I've only done this once, so there may be more subtle nuances that I haven't listed. Note, too, that even though your reputation is Vilified, the Hubologists and the tanker residents don't seem to mind having you around.
