Sniper Perk

What is advantage of the Sniper Perk? Is there a Sharpshooter perk as well, like in Fallout 1? And what are requirements for each? I have perception 8, and am at level 17... but I didn't get options for either at level 15. Finally, what are the best "Good" quests in the game, for XP & Karma, in San Francisco, Redding, and NCR?

One Last question... how do you get into the sealed of place in NCR (across from City Hall)...

Sniper: every hit -with ranged weapons- will be upgraded to critical, if you also make a luck roll. One of the most effective perks. I used to pick up "gain luck" after this one. I think perception 8 is enough, but I never got this perk before level 24.

Sharpshooter is not that good, you will get 2 to your perception in determining range modificators ( as i remember). If I understand this correctly, you will not need this perk with a high (~140%) skill (Small,Big..).

The best (Xp) good quests in SF:
-Beat Lo Pan first : 8000
-beat the Dragon: 8000
-kill Lo Pan for the Dragon: 3000

-Get the vertibird plans for the BOS:20000 (?)
-then give them to the Shi:5000


To get into the sealed place in NCR steal Gunthar (?), assistant of Tandi.

Dunno about the rest, but the bottom bit is quite easy. Steal the presedential pass from the guy who lets you go see Tandi. (dressed like a butler) Then go up to the gate, and 'use' the pass on the guard. There's little of interest, unless you're on a job from New Reno.

That should do it.
