Strange Perks

I have found strange perks in the Falche editor.
What is for example Vault City training
or phenix inplants
or Weapon handling

are these ordinary perks or special?

Vault City Training - This is medical training. You get it either by talking to the doctor in the vault (if your doctor skill is high enough) or by going through the medical database in the vault computer. (Not sure which, as I only found I had it after I had done both.)

Weapon Handling - Gives you a +3 to strength for purposes of using weapons. For example, you'd only need a ST of 3 to use a weapon with a minimum ST of 6.

Implants - Available in a certain area, after repairing something, having a certain inventory item, and a lot of cash. These basically add to your character's inherent damage resistance.

This is a normal perk, not an extra one.. or at least it was for me..

- having

combat armor or (i think) combat armor MKII

You can only get the training and innoculuation(forgot how to spell) after having at least 80% doctor skill or INT 8 and 76% doctor, and having a injury or radiation posioning, then talk to the doc in the house, you will get new dialogue options.
