Best way to do it in my opinion is a combination diplomat/thief.
I'd recommend tagging lockpick and sneak for sure. You could probably boost speech well enough without a tag if you want to tag steal aswell (you only need speech around 100%).
Good sneak will allow you to sneak past hostiles without starting combat, and with lockpick, you can unlock all those locked containers/doors for extra stuff. And then steal from every NPC in sight. Even if all they have is a single coin on them, it does add up overall, and its a good way to get exp since you wont be getting any combat exp, but this does kinda necessitate the 'save after every success' method to avoid pissing off the wrong person by getting caught.
Or you could get your NPCs to do all your fighting for you, if you dont want to avoid combat altogether, and just keep your own character out of the way. This does raise the odds of them getting killed off easily though, which is rather annoying if youve made them pack animals and cant take what they had out of a random encounter cos everyone else is also at the weight limit.
I'd say Small Guns, Steal, Lockpick. Although speechcraft may be slighly hard in the beginning, you get tons of exp by stealing 1 gold at a time (Steal one gold, and while still in same interface, steal 1 more gold). Thing is, the exp frm that goes up sequencially: 10, 30, 60, 100, 150, 210, 280, 360; and thats just for 1, 2, 3, 4, 5, 6, 7, and 8 gold, respectively, as long as you do it 1 at a time. Not too bad eh? Plus taking Bozars off of the NCR guards cant hurt ^_^a.
