FO2 "Town forgiveness?"

So I have a bit of a strange problem in FO2. I spent a good amount of time wandering around NCR, and even though I had my weapon holstered, the police were giving me constant messages about putting my weapon away. I realized later this was because my companions had theirs out, but at the time I just ignored it, since the police weren't actually attacking me.

Eventually, though, they got sick of it, I guess, and the guards at the front gate of the city attacked me. I'm not playing an evil character, so I just ran out of the city.

Now, I've completed the Squatters quest from the NCR president, and I'm trying to go back to let her know. However, the gate guards weren't the only ones attacking me; certain members of the police inside the city did too (though not all of them, oddly enough). So I can't get past the police in the president's building without getting into combat, so I can talk to her.

I looked into the character editors, and the Savegame cracker looked promising with its ability to edit all the global flags. I found one called "NCR gate guard hostile" or something to that effect, and reset it. The gate guards don't attack me any more, but the ones inside the city still do. Is there any way to get these guys to stop attacking me, or am I up a creek?

The hostility of critters is probably stored in the saved map files, so there isn't much that can be done other than loading an earlier game. You could try replacing the NCR .sav files with fresh copies from another game, but you'd lose everything you've done there.

Except the stuff related to global variables, natch, so it's probably the best solution all things considered.
