FO2: Unable to leave car after entering NCR

after entering NCR for the first time, i cannot walk anywhere on the world map without my car. as soon as i step on any exit grid, i am automaticly inside my car, except for when i run out of fuel. if i refuel, it begins happening again.

i have tried going and getting my car stolen, and even after its stolen i still auto-enter it when leaving any map.

this sucks, as it means i cant walk around finding random encounters (i want to find the alien blaster!), and is a general inconvinience(sp?).

reverting to an save in which i had not entered NCR gets rid of the problem, as does starting a new game. i really dont want to have to avoid NCR completely until i intend on doing all the quests there, and/or never walking again...

I guess it is just one of those many errors that can occur in your savegame. There is a chance it return to normal but it may as well do not. You can compare it to (temporarely) lose your skills button, or that your partymembers disappear, or that your partymembers don't follow you on every single map anymore or like Vic not talking to you anymore or ... The game is just bugged and you can't do anything about it exept for restarting.
