I'll just list them all, i don't remember what colours they are. I think you're talking about the memory modules, anyway.
Strength - Vault City Vault, level 2.
Intelligence - Sierra Army Depot.
Charisma - Navarro Armoury.
Perception - Military base (level 3 i think).
But the red card that lets you open the doors in the gecko reactor, you can steal them off the guards, and there's one lying around in the bookshelf in the middle of the reactor, I think.
