Who do I help in san fran

Do I help the holo whatevers or the emporor, the holo are a cult so I know there bad but I dont want to give the plans to the emporor because they seem bad.
Is there another way of getting the fuel, or is one of them the good guys like BOS?

There is another way of getting fuel for the tanker. You have to get some Power Armor and pay a scientist in the Hubologist base to convert it to Hardened Power Armor(btw, you can steal back your 10000 gold right after he gives you the armor). Then you have to take it to a scientist in the Emperor's lab. He will divert the fuel for you.

It doesn't matter who you give it to. But I prefer the SHi, 'CAuse I hate Hubologists. ANd unless you want Badger dead that's really the only way... Except the power armor stuff.

I've got another way...

If you have a high science skill you can hack into a shi computer and divert the fuel your self.

You can also find out estimated chances of things happening. Like how much of a chance the Hubacholigists have of flying their shuttle, or how much chance the "chosen one" has of completeing his/her quest..... but I'll leave it at that so I dont spoil it anymore.
