FO3 Rebalance and Overhaul (more inline with FO2)

Severite

First time out of the vault
I love being able to walk around the wasteland, and see everything up close, but I would like to take FO3 and, retrofit all the vaults (someone has released a classic style vault), expanding some of the stories that feel anemic, and otherwise taking what I liked about FO1/FO2 and adding it to the experience of FO3. Another thing I would love to do is expand some of the dialogue, and quest options.

I have already taken out most of the "enchantments" adding to various skills and such, rebuilt the standard armors (helping some, nerfing others), and completely overhauled the power armors.

I also, am using mods to remove skill based damage, giving weapons a standard damage, and instead having skill affect accuracy even more, increase in crippled penalties, weight mod, removing the levelled list (so everything can be found at level one, makes much more sense), makes everyone spawn with many kinds of weapons/armor, and various other small tweaks.

This doesn't of course include the random user made building mods, but presently, those are just for fun.

What I would like to do is eventually gather all the mods I have listed and make it one rebalance mod, while returning things a bit more to the origonal FO lore, more 2 then 1, only because that is the one I started with, and spent the most time with.

I think you should join up with Dubby, he's already muscled his way into the de facto NMA mod spot

I wouldn't mind that so much, but there are a few things I kind of disagree with in his choices of changes, well, at least it was a while ago, I will take another look

Care to say what specific ideas you disagree with? If they're big, there could always be two flavours of the mod but now we really need to unite all the different game balance mods into the F3C.

I disagree with him speeding up VATS, if anything I'd make VATS more accurate and combat slower outside of VATS but make the enemies non-leveled and much tougher. I do think the VATS damage resistance should be reduced to about 60% (damage received) or so.

Well, it isn't really a ton of things, just that I have tweaked combat to just about exactly where I want it, and it is a good bit different then his. For instance, I prefer to set all my leveled lists to level one.............so, enemies dont magically start appearing simply because Im level 9. The other portion is I prefer improved cripple effects, and I really dont like the VATS changes, (kind of the one thing I cant just move past) since my enemies are under no such compunction

Yeah, I absolutely agree with you on the changes. I hate the leveling system (although I do think it needs areas of varying difficulty through-out the game [setting it to 1 doesn't necessarily achieve this]). And I think the VATS slow-mo is good (I'd slow-down combat outside of VATS and increase VATS accuracy though), increased crippling effect is also good.

It is difficult to reconcile these mods, but having lots of different incompatible mods is no help either. Perhaps you could make the mod modular or agree to produce different flavours of the mod?
