all right.. I godt the card that you get when you kill the president, but now i have a problem.
i'm in the room with frank horrigan, i got the president's card, but i dont know how to use the computer.. i have tried just clicking it with the hand-symbol, i tried to use the presidential pass on the computer, and i tried top use science on the computer.. non of it work, what's wrong? do you need some speciel perks or some minimum skills? i have: IN; 5, Science 130-140 (cant remember the correct number, but between those two..)..

you shold be able to activate the computer just by cliking on it,
but you cant do it in combat.
i had a sience skil att about 70 last time i did the game and it workt fine.
so i kant realy help you if your not trying during combat.
it may be a bug ore somthing.
if you have a competent carakter you may manige to kill him any way.
 
If I remember correctly combat doesn't begin until you see Frank. So just don't move the view up to him, keep it real low and move along the wall (putting sneak on shiould help too) and don't walk in the center rectanle (where the emblem is) and you should be able to get to the computer with no problems.
 
This is the best way to get ride of that dumb fuck who doesn't understand that....öh nevermind....

Get a large party (you can get 8 with some tricks). Get them to the Enclave and park them on the map with the big Enclave welcome text or waste the hole Enclave with them. Now after you've gotten the presidents key (by killing him) and started the count down (this description doesn't belong here) go back to the welcome room. Now convience St. Grante and his squad to join you (speach check). Pick up your NPCs if you parked them here and walk over to the computer console to turn the gun turrets on your side. This IS the best patch you can chose and if you want you can get Frank's weapons by...ah check description in Per's guide...

You use the computer and one of the options is to use the key you found on the presidents body. Been awhile but I'm sure you'll get a stat check of some kind. Probably science but maybe a simple IN check. So you might be SOL if you dont have the right stats.
 
a funny thing to do with frankie is turn the violence level on minimal and when you beat him he just takes a knee. its hilarious.
 
Personally, I just blast the gun turrets to holy hell when I first get to the Enclave. Wearing Advanced Powered Armor, having level 2 Toughness perk and the Dermal Upgrades perk really helps you take *no* damage from the cannons.

But if you're character is physically weaker (a diplomat, say) then I suggest you follow the advice given above.
