Alright, I'll post this on behalf of the Fallout Project group, spotted this at SHAMO Fallout Community Forum.

Here's the deal: Wiraqcza is working on the script that will enable editing FRM's in Photoshop, you can dl the beta scripts here

or here

and here's some info: (my translation)

beta version script FrmSave (works for one-frame FRMs)

- the document to be written must have less than 256 colors

- script saves the document as a bitmap and then reads the palette from it (creates a fallout palette file *.pal)

- the script uses the convert to indexed color method but it is still somewhat of a mystery to me method, so it'll be best if colors from the palette match those in colors.pal

- so: this version of the script works well if we change the document into an indexed color document with the palette given by DrPotf0r

And you may also need the mentioned palettes:

One of the palletes is the one in which the document has to be saved, and the one with much pink - the one that you need to convert into:)

Hope you'll find it useful.
