Game difficulty?

How does game difficulty effect the game? Comabt difficulty and regular game? Does it just make lockpick rolls and stuff harder?

When it comes to Game Difficulty, it increases your skill stats. Easy adds to them, while Hard deducts from them. Therefore skills checks become easier or harder. Note that your combat skills are never affected.

So what does combat difficulty do? Damage handicap, accuracy handicap or both?
