General idea about Age

I am new to game design. I have only begun to study how games are designed, so bear with me. This is just a general idea of how age should affect skills and stats.

Age.

In the two Fallout games, age seemed to change nothing. If you were 16 or 35, the game played out just about the same way. If I am wrong, please correct me.

Age should effect various statistics and skills. A young person would be less experienced in combat skills like Small Guns, while a grown man would have more skill in those combat areas. Older people might be tougher and more resistant to poison and damage than a 15 year old.

For example:(I use...some sort of logic. Mostly Real World logic)

A 16 year old would most likely be smaller than a 30 year old... lowering his strength(I use a Male model for my examples) some.
This would also lower Big Guns, melee weapons like Sledgehammers and heavy Energy weapon skills.

Charisma would be a little higher, because of the kid's harmless look. This would raise Sneak, Steal.

Agility would be higher. They would be more flexible.

This is obviously incomplete, mainly because I don't want to write a big breakdown of skills and stats for nothing. If these ideas ARE good, than I could share my other ideas.
 
These look like traits to me. Also, if you got age, it means your hero will be a lot more generic and will require a different type of story than that of first Fallout games. You wouldn't really expect Overseer to send 14 y.o. to get the waterchip, would you? Or Elder sending 60 y.o.?
