There is a free version of civ called "free civ" (funny that), I wonder how hard it would be to mod that to be able to be fallouty as well?

FreeCiv is based on the original Civ, not Civ3. Also, IIRC, it's online only.

Why so?

FreeCiv is an open-source Civ2 clone (has options to emulate either Civ1 or Civ2 rulesets with Civ2-like graphics) and it can be played against AI on a home computer.... Comes bundled with a dozen Linux installations these days.
