Graphics issue with Fallout

First time out of the vault
Since the computer with my Fallout games is in my brother's room (and since 99% of the time he is either sleeping in there or playing games) I figured I'd put the first Fallout game on a laptop my dad no longer uses having gotten a new one.

If it matters it is an Acer with a 1.6Ghz Intel Celeron processor and 500mb RAM. I'm not sure what the video card is because only the codecs show up in the Control Panel>System area.

Basically my problem is that when I start the game the intro cutscenes work fine and then once they finish (or if I skip past them) the main menu screen fails to display properly. If I wait for the intro movies it appears black and if I skip them part of the previous screen gets stuck on top and the background appears green.

I'm hoping someone else has had a similar problem or knows what the problem is due to good computer knowledge. I'd ask my brother who is much better with computers than me but he is sleeping and has to go to work early tomorrow morning.
 
Forgot to mention I am using Windows XP on this laptop. My brother's computer is using Vista and I had Fallout working fine on there from the get go.

I've read the sticky and I searched 'graphics' and 'video' but I can't find similar issues discussed on the board.

If you mean I didn't povide enough information, I don't know my version of Direct X, I'm not sure how to check which I have.

I've tried a few of the suggestions in the Troubleshooting FAQ, for technical help, but nothing has worked yet. Unfortunately most of the suggestions are for random blackouts and not my specific problem.

I've decided to try this one:
There is an option in XP in your hardware>device manager that allows you to disable your video card - do it! (dont worry, you will still be getting descent graphics), then restart your computer, close all your background programs on the taskbar(optional) and voila!

But I'm not sure how to disable my video card. In Device Manager I've opened up the "Sound, video and game controllers" tab and the only things relating to video are: "Legacy Video Capture Devices" and "Video Codecs". It doesn't look like I can simply disable my video card from here. Am I supposed to click on "Remove" once in "Properties"? On which of the listed should I do this?

I don't need a description of the problem, I need a description of the solution. So far the few ideas suggested (and most of them are not from personal experience) specifically for the problem of being unable to see the main menu have failed.

Just for kicks I spent two minutes looking, and found what appeared to be the same problem and the solution for it.

No, I wont tell you what to do or where it is, use some common fucking sense and what sander wrote and find it yourself.

Congrats on finding the same information that I found, but I think you'll find that solutions for such problems are not universal and that would explain why I have tried many of the suggested fixes without success.
