You're missing my point. The gist I got from the article and other Tim Cain interviews I've read is that GURPS was merely Tim Cain's vehicle for his idea on creating a post-apocalypic RPG, but the aspect that was most important to him was the P&P "feel". Upon further reading of other articles, Tim Cain chose GURPS because many D20 license systems were already acquired, and he was familar with and enjoyed GURPS and wanted to take his RPG in a unique direction.

Wrong. GURPS (Generic Universal RolePlaying System) was chosen because he was a GURPS afficionado. The replication of the GURPS P&P gameplay was first and foremost, the setting and story were only chosen *years* later, and they went through a lot of different ideas before settling on what they had.

Just a point on GURPS.. it was originally and still is used for the GURPS system, which was developed by Steve Jackson http://www.sjgames.com/
However GURPS was NOT used for Fallout, because of a 'falling out' between the two companies.. so SPECIAL was developed instead.
