Harold Givng you Acsess to the Reactor

So I am doing a Let's Play for this game just when I get to the Vault City, and Gecko quest, and before you ask I have the part to fix the power plant. Just Harold won't let me into the reactor area, and I have looted the Enclave soldier in Kalamath with the key card, but Harold still won't let me in.

The keycard from Klamath doesn't have anything to do with this; get a different yellow card somewhere in the plant.
